Background
This service agreement is made between S.W. Nepal Pvt Ltd (Scott Wilson Nepal, SWN), 89 Krishna Dhara Marga, Maharajgunj, Kathmandu Nepal (First Party) and Federation of Community Forestry Users Nepal (FECOFUN), Duwakot, Bhaktapur (Second Party) for “Services for Advisory Support during Electricity Transmission Project (ETP) Consultation with Forest Users Groups”. S.W. Nepal Pvt. Ltd. (Scott Wilson Nepal, SWN) as a lead organization along with Federation of Community Forest Users’ Nepal (FECOFUN) is providing “Services for Advisory Support during Electricity Transmission Project (ETP) Consultation with Forest User Groups”. The overall objective of this advisory support is to participate in information and consultation meetings with the forest users’ groups in order to facilitate forest census and forest land verification, as well as to provide inputs/guidance for the preparation of the Resettlement Action Plan (RAP) and Livelihood Restoration Plan (LRP) in community and leasehold forests as a part of Forest Clearance and Forest Land Use Permit (FCFLUP) preparation process for the ETP. The main objectives of FECOFUN are;
- To support MCA Nepal with organizing consultation meetings with CFUGs/LFUGs participating as an independent observer with the aim of ensuring that all users group members are fully informed about the whole FCFLUP preparation process and their rights.
- To identify preferred compensation mechanisms by forest users’ households that are consistent with the provisions of Forest Act and Rule of GoN and also suitable for MCA Nepal’s obligations under the law.
- Review the mitigation and compensation programs proposed in the EIA report and provide additional programs if needed and help develop consensus on the suitable compensation mechanisms for the preparation of RAP and LRP.
